Another reason was you got to use him as a character. You got to see through his point of view, FFVII did show Sephiroth’s point of view, but not like you did Fou-Lu. You see his thoughts and why he went evil. It was for revenge for his lost friends thanks to the humans.
Nevermind the mortal fucks reincarnated and distrubed his sleep to him to use as a weapon. Tried to kill him, and his other half. Caused Ryu pain, and sacrificed the farm girl who helped Fou-Lu to drop a big weapon. With Sephiroth, it was one guy that fucked him up. With Fou-Lu, the whole world fucked him up to no end
For that extent, Fou-Lu reigns quite high. I didn’t even see him as a villain. He was just someone who awoke from a slumber to find people trying to kill him (even using Weapons of Mass Destruction.) Of course he is going to go completely nuts and wipe them all out. I would too. He may have wanted peaceful intentions (and some people showed they cared, ala the girl who healed his wounds.) He never got the chance to show them.
Luca Blight was a pretty good mad man villian type in Suikoden 2. He made me hate him when it came to fighting him.
Wild Arms didn’t have one villian who particularly stood out, but there were a collective (the Quarter Knights, Mother, etc) who offered a broad range of intertwined storylines that appealed to me.
And then there’s Odd-Eye in Shining Force 2. My personal choice. Almost destroyed by the God Volcanon, he appears to your party as a blind boy. You have him accompany you until the ex greater demon Creed tells him to remain. Then he remembers his true identity and tries to kill you before you meet Zeon. The scene before he dies is truly moving and heart wrenching. I’ve never felt a connection with a villain like that.
Dauragon was just an awesome character, cool hair, cool chains, cool marshall arts moves O_o It shows his past quite extensively, showing the events that drove him crazy, and to be so hateful, combine that with a thirst of power (and the oportunity to grasp it). and you have yourself an awesome villian O_o
Plus his script is pretty good, and the voice is pretty good as well, the emotion in it was wonderful O_o
The audience will hate a good villian, but they will love a great one.
He’s funny, good personality, a little sick minded, Dumb, cocky and soft.. He makes the ultimate villain ever! :erm:

SIEFER!!!!!!! Jesus Christ almighty. Seifer was a spoiled rich kid who couldn’t get his head out of his ass. He had no cause, he just followed. Seifer was an asshole who got Gilgemesh’s sword jammed up his fucking ass.
Fou-Lu and Sephiroth would’ve ripped him 16 new assholes. Then Fou-Lu would’ve eaten him cuz he was mortal. Squall was cockier than Siefer, he just didn’t show it. But…. that’s your opinion

I also have to say Specter (from Ape Escape 1 and 2). I mean, who ever thought of making monkeys evil? That idea could have destroyed to world if it wasn’t for Spike and …uh… Jimmy (? I don’t have AE2 yet…).
I pick Andross from the Star Fox series. Why? Because he was a freken GIANT HEAD!! Oh, and he’s a monkey!

Dr. Robotnik, now THERE was an enemy, attacked you at the end of every level, and he was difficult, too. I particularly remember the last boss of Sonic 2. 🙂 There was an bad guy, for you…
Even if Bowser does suck, he’s still better than Sephiroth.
There have been a few villains which have really annoyed me, to the point I was ready to smash the controller and curse at everyone near me.
Luca Blight (Suikoden II) He was just evil. Insane, and didn’t really care if he lived or died. Tough bastard too, if you weren’t levelled up.
Ramirez (Skies of Arcadia) He annoyed me something chronic. Powerful damned attacks, but still predictable to beat. Just goes overboard when Galcian, his superior officer and mentor, is killed.
Valmar (Grandia II) A Dark God, wanting to rule the world. Another tough bastard and annoying.
The Ghost/Zombie/Daemon Pirate LeChuck (Monkey Island games) Proves, you can’t keep a evil pirate down. Keeps coming back, more powerful each time, but still with the corny one liners.
Roger Bacon (Shadow Hearts) The only thing which really got on my nerves with him, was his british acent. You could tell the voice actor was bored.
Deathevn and Barubary (Breath of Fire II) GRRRRRRR, THESE TWO ANNOYED ME AND CAUSED ME TO SMASH A LOT OF THINGS IN MY ROOM!!! Barubary, was a daemon you fought at the very beginning of the game, and he was also the second last boss (The first fight against him, is one where you must lose. Hate those battles.) and Deathevn was a real mongrel. Casting powerful spells and draining HP and MP from your characters while taunting you.
And last, but not least, the worst, most dispicable, most evil villain of all time is……
TOMATOR!!!! (Lost Vikings games) Green skin, a complete nutcase, and loonier than looney tunes reruns!!
Yah, the ‘Where on Earth is Carmen Sandiego’ series spawned a game called ‘Where in the World is Carmen Sandiego’, which is one "ub3r-g33k15h" thing to memorise, but it turned up in a Quiz in a PC Game magazine, and a load of people complained about the actual name of the game, so, I’m allowed to remember it without looking like too much of a geek. 😀
Ooh, and StarCraft’s Queen of Blades, ‘Kerrigan’ is my favorite Bad Guy, she’s like the Borg Queen, just more calculated, cunning and ruthless.
Plus, she’s pretty foxy for a Zerg. 😎 :p
