Actually roms for systems that are ‘dead’ aren’t illigal. As for roms for systems that are still being produced it is illigal after 24 hours of using except when you own an original copy of the game .
They sold them at my church bookstore for labout $20 or so.
You will find dozens of web sites chock full of ROMs, complete with horrendous levels of popup ads and tons of spyware which will automatically infect your computer.

actually, this isn’t the case at all.
intellectual property laws GENERALLY last for the life of the "primary" creator plus a certain number of years (15?) after their death.. however, when something’s published by a company, it’s a bit more messy.
it’s something that hasn’t had much legal precident. if there’s ever a high profile roms case (haha not likely), we’ll know for sure. until then, uh, it’s grey to say the least.. but that doesn’t neccesary translate to illegal (or legal, for that matter).
the "24 hours" thing is completely made up and not based in any law at all.
