Probably Shadow of the Colossus.
* Donkey Kong Country: Not as good as its follower, but has still many memorable songs, including the great Aquatic Ambiance.
* Donkey Kong Country 2: The music in this classic impressed me very much when I played it the first time about ten years ago. The masterful melodies really gave the most power to its atmosphere, which was slightly darker than in the original DKC.
* Final Fantasy VI: I gotta admit that Nobuo was at his best when he composed FF VI’s music. IMO VI’s soundtrack beats even the OSTs of PS1’s Fantasies (VII, VIII, IX) as a whole.
* Final Fantasy X: FF X’s OST is very different from any other FF’s soundtrack, you can really hear that this time Nobuo had some help, but I don’t think that’s a bad thing. The songs are more concentrated on describing the uniqueness of each area in the game, and there’s this great touch of ambient in some of them.
* Silent Hill 2-3: The OST of the original Silent Hill was great, but when composing the music to these two sequels Akira Yamaoka did something better. The industrial/rock/piano mixture works wonderfully and makes SH soundtracks so distinctive that no one can say there’s anything like it elsewhere.

You’re quite right, which is what makes it so hard to choose. I love hearing the fun 8 bit music in games while playing the games, but I could never listen to those songs casually (save for Mystic Mysidia from ff4, but that’s because that song is made of pure and untainted win). I guess when I say "best", I mean "what I can make a playlist out of and listen to while drawing, reading, etc".

Why isn’t there any mention of Gears of War? Wonderful score. And..I’d just like to point out..Final Fantasy VII = SERIOUSLY OVERRATED. Compared to most of todays games..its music seems bland and generic. Even back then I still considered it bland and generic. The only saving grace was Aeris’ theme. And ..well Sephiroth’s theme. Everything else was pure shit.

You do know that so many of the Castlevania games borrowed & tweaked music from the first & 2nd games?

I have to say, Final Fantasy has a great score. Uematsu and others who compose it are pure awesomeness. But FF7 isn’t at the top. I believe the tunes have aged though these generations, especially when you compare the soundtrack to EVERY game we know of. It doesn’t have the clean sound of a real orchestra (excluding the two songs above) like its sequels, like it’s been mixed. When I finished the game a year ago, I thought to myself, why doesn’t the music match the mood of the ending, when Meteor is about to hit and Cloud and his buddies almost fell inside the crater? That’s what left a lasting impression in the end. I’ll point out, it’s not fair to compare classic games like FF7 with today’s games, but this is a "Best Video Game Soundtrack Ever" debate, so we can’t complain these older games didn’t have the opportunity to create quality music.
My picks for best soundtrack:

Coming in at a close second for me would be Final Fantasy VIII. I found nearly all of the FF soundtracks to my liking, though I’d have to say VII is my least favorite of the one’s I’ve heard. I’ve never played IX, unfortunately, and I don’t think I’ll ever try out XI, with WoW (which happens to have excellent music along with the entire WC series) and various single player games taking up my gaming time already.
The Heroes of Might and Magic series’ music has always struck me as being one of its more memorable and noteworthy features. Others include the old classics like the Castlevania series (Bloodlines from Dracula X SNES is my favorite), Legend of Zelda, Super Mario, Streets of Rage, Golden Axe, ActRaiser (I recently heard the symphonic suite, which was a real treat), Soulblazer (the Deathtoll battle has one of the coolest endgame boss songs, it really has an epic feel to it), and many, many others.

i think final fantasy 8 had a very good all-round score.
it had everything. an epic opening with bits of the melody from that used here and there through-out the rest of the score to create a pallete/style. it has a record-selling ballad reaching number 3 in the japanese pop music charts and winning the japan gold disc award.
and the music like fragments of memories, drifting, roses and wine, love grows, trust me. they are really heart-felt sounding during the more softer parts of the story.
and for the rough bits: don’t be afraid has the military sound to it in keeping with SeeD. Don’t be afraid is a really addictive boss theme. ”the landing” is just kick-ass. and than ”the extreme” is so full of energy for the final battle. also ”the man with the machine gun” is pretty unique.
and than for the freaky parts of the game, the likes of lunatic pandora, and compression of time sounds spot on.
the dance scene song is nice too. the same melody as eyes on me, so it retains a style. (romantic ballad / waltz/love scene)
the air ship theme is one of the best IMO.
the castle, maybe i’m a lion, dance with the balamb fish, the oath, the salt flat plains, succsession of witches, fishermans horizon. they all fit well and sound good too.
the soundtrack for ff8 is about as good as they come.

Jet Force Gemini – AMAZING. Actually, all of Rare’s games had great music.
F-Zero GX – Insane Rock and Techno that perfectly fits the balls-to-the-wall racing action.
Super Mario RPG – My favorite game ever, and the music is defintely a reason why.

Shadow Of The Colossus is the best soundtrack – in fact, one of the only truly good pieces of work, if not the only – in the last few years, and so deserves special mention for having broken the trend of the last decade or so. Remember when amazing soundtracks were somewhat regular? Where are today’s Final Fantasty IVs? Chrono Triggers? Castlevania: SOTNs? It’s not just video games, either. Movies used to blow me away with their music. I haven’t even thought about a movie’s score since Jurassic Park.

Jack’s Theme from Headhunter is as good and iconic as any movie hero’s theme and better than 99% of them. I am glad to see Jacques produce more of this kind of music for the Pursuit Force series (as opposed to the drearyness of the Headhunter sequel). Giacchino’s Medal of Honor is the definitive World War II action music and is the best tribute to John Williams ever composed.
Outrun is definitive J-pop driving music, catchy and happy and wonderful.
Turrican II is simply a masterpiece which, when released, was literally stunning (the seven plus minute title track which also displayed a comic strip story if left on the title screen is simply spine-tingling).

Shadow of the Colossus-Every video game fan could mistake this at first for a movie soundtrack but its suits the game so well and the atmosphere,its ambitious and well done out from the composer,enough to give listeners goosebumps:)

I mean, taking your bed into the office… Not to menntion working with limited soundware at the time.
I can’t really think of any other vast limitations.
MGS2 was interesting since they were communicating overseas. But that’s not as mad as working over your time to produce a now great peice of music.

Sorry, but most of the time you hear samples. Except the vocals and the orchestral ending theme. Even the Guitars are VST Instruments. (most of the sounds came from Sonic Implant)
By the way: The sounds from the PS1 Games based on (back than) state of the art high-quality-samples too. They where just heavily compressed. The reason why for example the strings sounding so annoying is, that the loop was extremely short.

It’s honestly the best game bgm I’ve ever heard – it was even the first reason why I became a Super Robot Wars fangirl. …Not to mention there’s a LOT of music in this series. For example, nearly every OG character has their own personal bgm theme which makes like 100+ unique themes (out of which my favorites are Steel Beowulf, Chinese Gym Teacher of Flame, Hero Senki, Dark Knight, Trombe!, The Sword That Cleaves Evil, Real Ability, Burning Red, Roar O One Who Breaks Supremacy, Resisting Against Fate, Messenger From The Void, Valsion and some themes from Banpresto pilots not OG-fied yet).
