Kefka doesn’t measure up.
Think about it. There are certain elements that give these characters their awesome powers in both games. The only thing that provided kefka with his omnipotent powers in the post-apocalyptic world is the three goddess statues. In FF VII, Sephiroth aquired most of his powers via the Jenova Reunion and by draining energy from the lifestream; despite being goddamn powerful in the first place. So if one were to swap these two characters, for instance, have Sephiroth reclaim the powers of the goddess statues and have kefka become one with the lifestream, then it just become a matter of whats really more powerful, the statues or the lifestream. That’s not what we’re trying to figure out; obviously, we’re trying to determine which character is the most powerful and most likely to be the victor in battle. The only logical way to do this, is too eliminate both the lifestream post-jenova reunion and statue factors.
Ok. Without the power of the statues, Kefka is but the right hand man to Emperor Geshtaul; with the above average ability to produce magic. This is because he has been infused with the power of magicite much like Celles. Other than that, he is like most of the magic infused cretins of vector, on top of his clever acts of disception and mischeif, I’ll give him that.
Ok. Sephiroth is genetically engineered as "the perfect soldier", utilizing jenovas cells. He is one (excuse me, the top) of the elite members of SOLDIER. His power and strength has been recognized by most people and even commented by Cloud as being "unreal". He is able to use materia and produce magic like kefka, which during the flashback sequence, he can use QUITE WELL. Despite attempts at his life (the first being inside the reactor in nibelheim), he resurrected himself, even more powerful than before. Even after the end of the game, he clings onto life through jenova’s cells in Advent Children (and even after the cool omnislash, he clams that he cannot be killed). Oh, he decides to impale and leave an oversized Midgar Zolom as a decoration for those entering the mithril mines. Hes been known to appear and disappear whenever he pleases at the most inconvenient of times, which means he can teleport…I belief it was mentioned somewhere in this thread, that kefka had his own posse; Well, consider all the black cloaked tattoed guinea pigs and all the test subjects infused with jenova’s cells Sephiroth’s posse, if not, part of Sephiroth himself already. Im not going to include the three dudes from Advant Children, because that be just too unfair.
I’m sure Kefka who’s just SLIGHTLY at a dissadvantage in terms of shear power can probably cook up something clevor; like poisoning sephiroth’s drinking water! I suppose that would work against someone who ever-so calmly strolls through piercing flames. So how can Kefka stack up to a monster who’s genetically engineered to "destroy", and has a nasty habit of resurrecting himself as he pleases? The answer is simple. He just doesn’t.

Oh, and Kefka used magicite even before the statues, the same way Sephiroth used materia before the reunion (I believe, that would probably leave them with pretty much the same advantage,). Although, when you start talking about crazy statues with god-like powers and a black materia that has the power to direct an asteriod towards the earth, then your talking about a whole different issue. Look at it this way, if you gave a guy a grenade launcher and another guy a gattling gun, and ask who will win, does it really matter? At this point, it’s just all about the weapons and not the characters.
I would go on to explain it further, but your probably going to respond something along the lines of "this moron this, this moron that, hahaha I have to make a doody".
