For me, I think that either Shadow or Terra are the most elaborated on. Even though Terra really does not seem all too important in the world of ruin, to where as they chose Celes to be the focal point of the early part, I think that her self discovery is one of the most powerful points in the game pertaining to character development. Shadow, however, I am basing solely on the dreams. They were a great isnight into his past. Everytime I play, I make sure to see these.
And, as far as lacking character development time… I would have to chose Strago and Relm. Their story had a lot of potential, which was unused.
I’d say Locke is developed the best, imo, as we see his past with Rachel and how he struggled to rectify that with Terra and Celes. Though both of them are just as well developed. I wouldn’t mind a little more Sabin/Edgar action. Little bit more of a glimpse into the Figaro monarchy.

I think Cyan was one of the most elaborated characters, as his whole story is seen, with his family being killed by Kefka’s poison, the scene on the Phantom Train and his very characteristic way of speaking.
Gogo on the other hand has no development

I thought Gogo was a secret character (he does appear in FF5 first). Wish Mog and especially Umaro had some extra story though.

Then Shadow came along and stole the spotlight (kinda).
So did Relm.
Then Kefka tore the world into…whatever.
Then Celes got the whole spotlight. ALL OF IT.
Until the end of the game (except for the part when Terra tries to save them all and loses her magic)
Oh, and the spotlight switches characters in the later part.
Terra has a very in-depth back story. We know her mother and father, where she was born, the circumstances surrounding her birth, and the state of the world at that time. In addition, we know exactly where she’s been from that time, right up unto the point where we take control of her.
Her actual "character" evolves the most throughout the game (at least I perceive it that way), though post Phunbaba, there’s really not much more to her.
Though her whole story might not be as engaging as say; the Shadow|| Realm connection. I believe she has the most straight forward development, or at least the most linear lacking vagueness.
