it actually says on youtube:

The song is "Youth" and is the forth song from the Voltage of Imagination "Ku-Soh-Katsu-Geki" album. The singer is Chata.

I must concur; it does sound like Chata’s singing. I don’t have many of their songs, but it clearly is her.

Well, at least it says now; so she/he doesn’t have to kill themselves trying to figure it out.

Ooh yup, Chata’s profile is very low. Its hard to find a lot of her creations, rather her career began only recently.
