Also, does materia gain AP when it is equipped on a character that is not in the active party? Any help would be appreciated. Thanks.

You cant get into the jockey room again.
Actually, you can still get Master Summon materia even without Ramuh – by defeating Emerald WEAPON later in the game (no easy task), nets you the Earth Harp.
Give this to the Kalm Traveller (the guy in a house in Kalm who earlier in the game says how content with the world he is) and he’ll hand over the three Master materia.
Incidentally, Ramuh is very effective against mechanical enemies (Carry Armour in the Underwater Reactor for instance), and for a good deal of the game is quite powerful, although eventually his strength will be a lot less than other spells, such as Bahamut/Bahamut Neo/Bahamut ZERO etc). It is still a useful spell though.
